Amnesty International (AI) believes that all peaceful means should be exhausted before the United States takes military action. That the US abide by the UN Charter and that AI would emphasize that any military action taken will exacerbate the already dismal plight of the Iraqi civilians. That AI has recognized and worked for the human rights of the Iraqi people for decades. Finally, AI believes we should be mindful of a war including concern for civilian casualties, destruction of infrastructure needed to sustain civilian life, refugees, and the possible increased repression that may result from such a war.
